This is 2 layers over white. It's a matte glitter topcoat made up of matte hot pink squares, matte royal blue hexes in 2 sizes and matte black hexes in two sizes. It looks so cool over white! I'm not sure what feeling it invokes in me... maybe retro? Either way, it was a fun manicure to wear all week (as I was struck with a cold and lost all desire to do anything).
